The Purchasing Unit is responsible for the management and coordination of the acquisition of goods and services, including requisition processing, commodity code tracking, and bid specifications. In addition, staff of this unit assists with contract management and the issuance of a purchase orders.  For any questions please contact:

Opportunities for Major Contracts (IFB/RFP/etc. Downloads)

To view current solicitations for major contracts (those contracts expected to exceed $50,000) you must register with MITN at and download the Invitations for Bids (IFBs), Requests for Proposals (RFPs) and Requests for Qualifications (RFQs).
Procurement Forms and Policies

All DWMHA procurement of goods and services are governed by the Procurement Policy and the Procurement Ethics Policy.

DWMHA requires certain forms to be completed and submitted with quotes, bids and proposals. The forms located on this website are to be printed and completed manually. (see Forms & Policies list located in right column)


Vendor Registration On MITN

DWMHA accepts quotations only when there is a current need. To be notified of current opportunities for those goods or services you must register with Michigan Intergovernmental Trade Network (MITN) at http// Registration on MITN is Free to obtain bid information. However, if you would like MITN to provide automatic notification of the Authority's contracting opportunities, which are solicited through a simple quotation process (for contract that will not exceed $5,000) or Major contracting opportunities (contracts that will exceed $50,000), then payment is required. MITN is currently being utilized by 110 governmental entities in the state of Michigan. If you decide to pay the additional yearly fee, you will be notified of ALL bid opportunities from all of the governmental entities.
